The Equal Rights Commission Board Members

The Equal Rights Commission is led by administrator, Patrice D. Perez. Similar to the Equal Employment Opportunity Commission (EEOC), NERC is also comprised of an appointed board which includes five members who represent the community. The current membership includes:

Leonel Leo

Leonel 'Leo' Leavitt

Leonel “Leo” Leavitt is a California native, legal educator, and community advocate with a diverse background in multiple areas of law, including business, criminal, real estate, employment, and local government. His multidisciplinary experience has shaped his practical understanding of how law impacts everyday life and local communities.

As Program Chair of the Legal Studies Department at Northwest Career College, Leo has dedicated his career to preparing students for meaningful and ethical careers in Nevada’s legal and civic sectors. He has been instrumental in developing curriculum that bridges the gap between classroom instruction and hands-on legal practice, helping future legal professionals cultivate both professional competence and empathy for the clients and communities they will serve. A first-generation Mexican American and the first in his family to graduate from college, Leo earned his Bachelor’s degree in Criminal Justice. His journey stands as a testament to perseverance, education, and the transformative power of opportunity. He continues to advocate for access to education, mentorship, and equity for underrepresented students, encouraging them to become leaders within their own communities.

Fluent in both English and Spanish, Leo leverages his bilingual and bicultural background to build bridges across Nevada’s diverse population. He uses his platform to promote inclusion and understanding, ensuring that every individual, regardless of background, language, or identity, has a voice and a seat at the table.

Beyond academia, Leo serves on the Las Vegas Metropolitan Police Department’s Multicultural Advisory Council and is a county-appointed member of the Citizen Review Board, where he advocates for transparency, fairness, and community trust in law enforcement. A proud member of the LGBTQ+ community, Leo leads by example, demonstrating that equality, representation, and empathy are not just professional values but the foundation for meaningful and lasting change.

Tiffany Young, M.Ed. has been working as a community advocate through diversity and equitable practices, student achievement, community, and economic development, workshop facilitation, training, and public speaking focused on family, community, empowering young women, diversity, equity, inclusion, cultural competency, and education for over 15 years. Her work is within systems to support and clarify the role of Equity, Diversity, Inclusion, and Cultural Competency interwoven into all schools, departments, organizations, and systems. Leading work around programs, policies, and practices that must be addressed through an equitable and culturally responsive lens, as well as creating and facilitating professional learning around Equity and Cultural Competency. Ms. Young owns Tiffany Young Consulting, LLC working with organizations, providing training, public speaking, and strategic planning.

Ms. Young holds a M. Ed. and B.A. from UNR where she is also an Adjunct Professor in the College of Education, Human Development and Family Studies Department, as well as a Doctoral candidate in the College of Education. A Commissioner for the Nevada Equal Rights (NERC) Commission since January 2006, and newly appoint to the P.O.S.T. Commission, and she is a Fulbright Specialist with the Bureau of Educational and Cultural Affairs of the U.S. Department of State.

In 2019, Tiffany traveled to Zambia to co-facilitate a Training of Trainers model for girls under the age of 25, students at the University of Zambia, and teachers a small private school in Choma, with a return in 2022 to train 200 women in Zambia on soft skills, and networking. She currently serves as the Program Director for the Department of Defense Youth STEM STARBASE High Sierra Program.

She is the proud mom of two beautiful children: KaPreace (UNR alumni, M.A. and B.S.) and Anthony Jr. When not working, you can find her spending quality time with family and close friends and supporting her community.

Stewart Chang

Stewart Chang is Professor of Law at the University of Nevada, Las Vegas, William S. Boyd School of Law. Prior to joining Boyd in 2018, he was Associate Professor of Law and the Director of the Center for International and Comparative Law at Whittier Law School, and before becoming a professor, he practiced public interest law for over a decade with the Asian Pacific American Legal Center of Southern California where he specialized in domestic violence, immigration, and family law. He earned his bachelor's degree from UCLA, his master's degree from Stanford University, his law degree from Georgetown University Law Center, and his doctorate from UC Irvine.

A public servant like her mother, Hanadi’s motto in life is grounded in duty to help Nevadans, especially our children. Mrs. Nadeem is an entrepreneur and a philanthropist. As the head of operations of a healthcare business, she leads with both compassion and dedication to assist all of her clients. She has a deep understanding of the need for a stronger and more equitable healthcare system for those that are underinsured or uninsured in Nevada.

In addition to overseeing a thriving business, Mrs. Nadeem is very much involved in her community. She is the past president of APPNA Alliance, an organization aimed at providing medical relief and support to women and children across the world. Under her leadership, she expanded the organization and its mission to local chapters across the United States. She is also the founder of Save God’s Special Children, a non-profit organization devoted to providing educational support to children with special needs. Save God’s Special Children has been providing education to children for over 20 years. In her words, “We must work together to make this world a better place, and we can with dedication.”

Donald Bordlove

Donald Bordelove

Donald Bordelove is currently Associate General Counsel for ANDMORE fka International Market Centers. Prior to joining ANDMORE, Mr. Bordelove was a Deputy Attorney General for the Office of the Attorney General. After working a number of years in California, including as a complex litigator, Mr. Bordelove and his family moved back to the Las Vegas area. Mr. Bordelove attended UCLA School of Law and is licensed to practice in Nevada and California. Mr. Bordelove began his career as an attorney practicing labor and employment law and is considered an expert in the field.
